Project Gutenberg. It looks like it was published in a New York Times book in 1914 or 1915 ( much larger version of the image there too, though with scanlines in it). Several of the other photos there are credited to photographers and copyright noted, but not this Shaw one, leading me to think it was copyrighted by the New York Times, which would have expired as it was published prior to 1923.
