Since the Three Gorges Dam is being built to harness the flow of the Yangtze River, a set of locks had to be built in order to allow the large amounts of shipping traffic on the river to continue to use the river.
I understand there will be a total of five (5) locks once the Three Gorges Dam project is completed due to the large water level difference between downstream and upstream of the dam.
The vantage point from which this photo was taken is a tourist area on top of a tall hill near the project site. The vantage point is reached by a road that winds back and forth up the hill to a flat area containing a parking area, a lovely garden, a small museum about the project with models of the project, and a tourist gift and souvenir shop.
From one side of the overlook, you can see the locks as seen in this image. If you walk to the other side of the overlook, a distance of about 50 to 100 meters, you can see one half of the Three Gorges Dam which spans from an island in the middle of the river to the right hand bank when looking upstream.
